A valuable initiative

Earlier this month, the ROC government moved to head off a recent rise in tensions over the Diaoyutai Archipelago with its farsighted East China Sea peace initiative. Seeking to forge a path of coexistence and mutual prosperity, the proposal stands as an important contribution to maintaining regional stability and security.

The five-point plan is appealing in its simplicity, thoroughly pragmatic and reflects the principles of peaceful dispute resolution as set out under the U.N. Charter and relevant provisions in international law. The initiative calls on all parties to refrain from antagonistic actions; shelve controversies and not abandon dialogue; observe international law and resolve disputes through peaceful means; seek consensus on a code of conduct in the region; and establish a mechanism for cooperation on exploring and developing resources.

To date, the proposal has been well received by politicians and academics at home and abroad.

There is no question that the Diaoyutais are indisputably an inherent part of ROC territory, whether seen from the perspective of geography, history or international law. They were returned to the nation, along with Taiwan, based on the Cairo and Postdam declarations, the Instrument of Surrender of Japan, the San Francisco Treaty and the Treaty of Peace between the ROC and Japan.

But this does not mean that conflicting positions of other parties should be disregarded. The government understands that such views are the cause of long-standing disagreements and is prepared to assist in working through these in a calm, orderly and rational manner.

In fact, this position is consistent with the government’s existing policy on the archipelago of safeguarding sovereignty, shelving disputes, promoting joint exploration and development, and pursuing peace and reciprocity. The framework set out in the initiative simply puts more meat on the bones and establishes a regional modus vivendi.

The East China Sea peace initiative is a valuable ROC proposal that highlights the need for international dialogue over the Diaoyutais. It is important for all parties to work together posthaste to achieve its aims and ensure the region develops into one of peace and cooperation.
