President Tsai Ing-wen named Morris Chang, founder of Taiwan Semiconductor Manufacturing Co. Ltd., as envoy to the Asia-Pacific Economic Cooperation Leaders’ Meeting set to be hosted online Nov. 20 by Malaysia.

During a news conference at the Presidential Office Nov. 10 in Taipei City, Tsai praised the founder of the world’s largest chipmaker for his extraordinary insight into the technological and digital industries.

As APEC member states strive to build a resilient public health care system in the region and global supply chains undergo realignment, the special envoy’s mission is to convey Taiwan’s commitment to sharing the country’s expertise and resources in these areas, she added.

Tsai said she has every confidence that Chang and the delegation will fulfill their appointed task while enhancing ties with other APEC economies. The meeting is also expected to help solidify the country’s key position in global supply chains, according to the president.

In response, Chang said it is an honor and a pleasure to represent Taiwan at the APEC leaders’ summit for the fourth time. Though regrettable circumstances require the meeting to be virtual, the videoconference highlights the importance digital technologies hold for the future, he added.

With this year’s summit focusing on economic development amid the COVID-19 pandemic, Chang said Taiwan can make significant contributions on the back of its extensive capabilities and experiences in managing the disease.

Since joining APEC in 1991, Taiwan has made substantial contributions spanning areas such as disaster prevention, food security, information communication technology, small and medium enterprise development, and women’s economic empowerment. (SFC-E)
