Environment Minister Peng Chi-ming and Rolando de Barros Barreto, Paraguay’s minister of environment and sustainable development, convened a bilateral meeting Nov. 17 in the ally’s capital, Asuncion.

The discussions followed a memorandum of understanding based on the Paris Agreement and signed by the allies in October, the Ministry of Environment said, adding that Peng briefed attendees on Taiwan’s latest developments in climate governance, net-zero pathways and other policies, and gave an overview of 12 Taiwan-Paraguay initiatives set to be launched in 2026, including a cooperative mechanism focusing on circular economy, climate governance and environmental governance.

According to the MOENV, the governments are also working on launching a carbon rights project involving afforestation, reforestation and electric buses. The environmental working group will coordinate academic exchange, artificial cooperation, green technology advancement and youth learning, the MOENV added.

To gain insight into Paraguay’s green energy supply, Peng also visited the Itaipu Dam, collaboratively run by Brazil and Paraguay. The minister also spoke with Carlos Mangabeira, president of the Chamber of Sustainable Industries of Paraguay, and called in at recycling businesses as part of efforts to reinforce collaboration among circular economy industries, the MOENV said.
