National defense report released by MND

The 2013 National Defense Report was released Oct. 8 by the ROC Ministry of National Defense, spotlighting Taiwan’s strategic situation, defense strategies, combat power and status of relevant services.

Published in book form, the report sets out MND policies and efforts in such areas as changes to the conscription system, development of the armed forces and disaster prevention and relief.

Cheng Yun-peng, director-general of the MND Department of Strategic Planning, said the ministry hopes the report will help the public better understand national defense affairs and garner support for relevant reforms. These include transforming the military into an all-volunteer force by the end of 2016.

The report is divided into four parts, with the first analyzing contemporary global and Asia-Pacific security situations and the impact of mainland China’s military power expansion in the region.

Concerning challenges to ROC national security, the report explores military strategies, including strengthening defensive and counterattacking capabilities en route to building a tenacious defense and effective deterrence.

With regard to combat power, the report outlines various facilities, equipment and strategies for safeguarding homeland security and the interests and rights of fishermen operating in territorial waters.

In addition, the report depicts the performance of the military over the past two years. A highlight is assisting Hualien, Miaoli and Yilan county governments evacuate 1,332 local residents when Typhoon Trami struck Taiwan in August this year. (KML-JSM)
