Nominees for Constitutional Court justices announced

March 31, 2011

ROC President Ma Ying-jeou nominated four candidates for the Justices of the Constitutional Court under the Judicial Yuan March 31.

Chen Be-yu, Huang Xi-jun, Tang De-zong and Lo Chang-fa were nominated to succeed Hsu Pi-hu, Lin Tzu-yi, Hsu Tzong-li and Hsu Yu-hsiu, whose eight-year terms expire Sept. 30, Ma said.

“The nomination has taken into account the candidates’ qualifications, including education, professional expertise and experience, as well as gender balance in the court,” the president said, adding that two females, Chen and Huang, were nominated to replace the 15-member court’s only female judges, who are among those retiring.

“The nomination team, led by Vice President Vincent C. Siew, solicited opinions from experts in different fields and held review discussions over the past month to ensure a fair selection process,” Ma noted.

Tang replaced Shao Yan-ling, whose nomination had been anticipated, according to Presidential Office Spokesman Lo Chih-chiang. “Shao expressed her wish to be removed from the list due to controversy over some of her past verdicts and the president decided to respect her decision.”

Lo said the nomination needs to be confirmed by the Legislature before the candidates can be officially appointed by the president.

Chen is director of the Judicial Yuan’s Judicial Personnel Study Center, holding master’s degrees in law and business administration. Huang is a Supreme Administration Court judge, while Tang and Lo are professors at National Taiwan University. (THN)
