Morris Chang, founder of Taiwan Semiconductor Manufacturing Co. and President Tsai Ing-wen’s special envoy, departed Nov. 14 for the 2023 APEC Economic Leaders’ Meeting Nov. 15-17 in San Francisco.

During a pre-departure news conference at Taoyuan International Airport, Chang said he was honored to represent Tsai for the seventh time at the event and expressed gratitude to those who came to see him and his wife off.

According to Chang, Tsai has tasked him with conveying four important messages to leaders at the conference: first, that Taiwan is doing everything it can to promote peace and prosperity in the Asia-Pacific; second, that Taiwan is collaborating with other countries on energy transition to mitigate the impact of climate change; third, that Taiwan is working to build more resilient supply chains; and fourth, that Taiwan is taking concrete action to bridge the digital divide.

Chang said he looks forward to exchanging views with the leaders of regional partners at the forum. He concluded by vowing to do his utmost to fulfill his mission as the president’s envoy.

APEC was established in 1989 to achieve greater regional integration and prosperity through balanced, inclusive, innovative, secure and sustainable growth. Since joining in 1991, Taiwan has made substantial contributions to initiatives and projects spanning disaster prevention, food security, information and communications technology, and women’s economic empowerment.
