Dr. Lee Teng-hui was sworn in as the eighth President of the Republic of China on May 20, 1990. On the afternoon of the same day, he nominated Defense Minister Hau Pei-tsun, to be the next president of the Executive Yuan (the Premier).
Hau was born on August 24, 1919, and is a native of Kiangsu Province. He is a graduate of Whampoa Military Academy and has had a distinguished career in the Army, including serving as a division commander at Kinmen (Quemoy) Island from 1958 to 1960 during the bombardment by mainland Communist forces.
His nomination as premier was unanimously passed by an ex tempore meeting of the Central Standing Committee of the Kuomintang (KMT), the ruling political party. On May 29, his nomination was officially approved by an overwhelming majority in the Legislative Yuan, over the objections of the main opposition party, the Democratic Progressive Party (DPP). The next day, the new cabinet under Premier Hau was approved by the KMT Central Standing Committe and was formally appointed by President Lee as follows:

HAU Pei-tsun, 71, a native of Kiangsu rovince, graduated from Whampoa Military Academy on the mainland. He has studied in the Chinese Army University, the U.S. Army Command & General Staff College, and the War College of the Armed Forces University in Taiwan. He has served as chief instructor of the ROC Artillery School, a corps artillery commander, 9th Infantry Division commander, 3rd Corps commander, chief aide to the late President Chiang Kai-shek, First Army field commander, deputy commander-in-chief of the Chinese Army, executive vice chief of the General Staff of the Ministry of National Defense, commander-in-chief of the ROC Army, chief of the general staff of the ROC Armed Forces, and then as minister of national defense.
SHIH Chi-yang, 55, a native of Taiwan Province, received his LL.D, from Heidelberg University in West Germany. He has served as administrative vice minister of the Ministry of Education, political vice minister of the Ministry of Education, political vice minister of the Ministry of Justice, and minister of justice.
HSU Shui-teh, 59, a native of Taiwan Province, earned his M.A. degree in education from National Chengchi University. He has been mayor of Kaohsiung and mayor of Taipei.

WANG Chien-shien, 52, a native of Anhwei Province, earned his M.A. degree from National Chengchi University. He has served In the Finance Ministry as director general of the Public Finance Training Institution and administrative vice minister.
Vincent C. SIEW, 51, a native of Taiwan, earned his M.A. degree from National Chengchi Univ. He has been head of the Board of Foreign Trade, vice chairman of the Council for Economic Planning and Development, and director of the KMT Department of Organization Affairs.
Fredrick F. CHIEN, 55, a native of Chekiang, earned his PhD. from Yale Univ. He has been vice foreign minister, representative of the Coordination Council for North American Affairs in the U.S., and chairman of the Council for Economic Planning and Development.
MAO Kao-wen, 54, a native of Chekiang Province, earned a PhD. in chemical engineering from Carnegie Mellon University. He has served as president of National Taiwan Institute of Technology and as president of National Tsing Hua University.
Clement C.P. CHANG, 61, a native of Taiwan Province, earned his doctorate in education from the University of Illinois. He has served as deputy speaker and speaker of the Taipei City Council as well as president of Tamkang University.
CHEN Li-an, 53, a native of Chekiang Province, earned his PhD. in mathematics from New York University. He has been vice minister of education, chairman of the National Science Council, and minister of economic affairs.
LU Yu-wen, 64, a native of Szechwan Province, graduated from Chao Yang University in Peking. He has been political vice minister of the Ministry of Justice.

TSENG Kwang-shun, 66, a native of Kwangtung Province, received his B.A. degree in politics and economics from the College of Law and Commerce in Kwangtung. He has served as director of the KMT Department of Overseas Affairs.
WU Poh-hsiung, 51, a native of Taiwan Province, earned a B.S. degree from National Cheng Kung University. He has been minister of the interior and mayor of Taipei City.
CHANG Chien-han, 62, a native of Kiangsu Province, received his M.S. from National Taiwan University. He has been a member of the Central Election Commission and dean of the College of Law at National Taiwan Univ.
WANG Chou-ming, 70, a native of Fukien Province, received his LL.B. degree from Soochow University. He has served as political vice minister of the Ministry of Economic Affairs and vice chairman of the Council for Economic Planning and Development.

KUO Nan-hung, 54, a native of Taiwan Province, received his PhD. from North-western University. He has served as president of National Chiao Tung University and as minister of communications.
HU Kai-cheng, 65, a native of Kiangsu Province, received his bachelor of laws degree from National Chinan University. He has been chairman of the Executive Yuan's Committee of Laws and Rules and Committee of Administrative Review, and advisor to the Executive Yuan.
Samuel C. SHIEH, 71, a native of Kwangtung, earned his PhD. from the University of Minnesota. He has served as vice chairman of the Council for Economic Planning and Development and chairman of the board of the Bank of Communications.
SHAW Yu-ming, 52, a native of Nunkiang Province, earned his PhD. in history from the University of Chicago. He has served as director of the Institute of International Relations of National Chengchi University.

PU Ta-hai, 68, a native of Kwangtung, graduated from the Chinese Armed Forces Staff College. He has been director of the Department of Personnel of the Taiwan Provo Gov. and deputy director-general of the Central Personnel Administration.
HSU Li-nung, 69, a native of Anhwei Province, graduated from the Chinese Military Academy. He has served as director of the General Political Warfare Department of the Ministry of National Defense.
HSU Yi-yun, 60, a native of Kiangsu Province, received his Ph.D. from the University of Illinois. He has been a professor of chemical and nuclear engineering at the University of Maryland.

CHAO Shou-po, 49, a native of Taiwan Province, earned his M.C.L. and S.J.D. degrees from the University of Illinois. He has served as director of the KMT Department of Social Affairs.
HUANG Ta-chou, 54, a native of Taiwan Province, earned his M.S. and Ph.D. from Cornell University. He has been secretary-general of the Taipei City Government.
YU Yu-hsien, 56, a native of Taiwan Province, earned his PhD. in agricultural economics from Purdue University. He has been commissioner of the Taiwan Provincial Department of Agriculture and Forestry.

Eugene Y.H. CHIEN, 44, a native of Taiwan Province, earned his MA and PhD. degrees in aeronautics and astronautics from New York University. He has been professor and dean of the College of Engineering at Tamkang University and a legislator.
