EY welcomes LY’s passage of fraud-fighting regulations

The Executive Yuan welcomed the Legislative Yuan’s efforts to tackle fraud following the body’s passage of a fraud prevention draft bill and draft amendments to the Communication Security and Surveillance Act July 12 in Taipei City.

According to the EY, the new bill strengthens measures pertaining to the finance, telecommunications and digital economy sectors to prevent scams, combat fraud rings and better protect victims.

Businesses operating in the three sectors will be required to monitor and report suspected fraud, while those guilty of committing fraud will face steeper penalties, the EY said. The legislation also sets up a mechanism to provide victims with assistance and compensation for lost assets.

Amendments to the Communication Security and Surveillance Act include legal procedures to apply for internet traffic records, the EY said, adding that the analysis of digital footprints is expected to greatly enhance law enforcement’s investigative capacity.

The EY additionally urged the LY to expedite the passage of a technological investigation and protection draft bill as well as a draft amendment to the Money Laundering Control Act to comprehensively protect citizens from scams.

The government is committed to upholding social order through the rule of law, the EY said, adding that it will continue to demonstrate its resolve to citizens by tackling corruption, gang activity, scams and illegal drugs head on.

As part of the government’s fraud-fighting strategy, the 2024 International Workshop on Combating Transnational Fraud was held under the Global Cooperation and Training Framework in Taipei last March, with around 270 civil society specialists, experts, officials and private sector representatives from 24 countries sharing experience and best practices, the EY added.
